On 24 February Russia launched a special military operation to protect Donetsk and Lugansk People’s Republics (DPR and LPR) after eight years of fruitless efforts to persuade Kiev and its American and European backers to observe the Minsk Agreements approved in 2015 by the UN Security Council.
